We explored 3 sites on Council-owned land near Glenferrie Station to determine the most suitable location for additional car parking.

The sites we explored included

  • underneath Glenferrie Oval (basement only)
  • the existing car park at Wakefield Street
  • the existing car park between Liddiard Street and Park Street.

The Liddiard Street car parking site is the most suitable location for these additional car parking spaces.

This is because the location can:

  • support outcomes from the draft Glenferrie Place Plan and the Boroondara Community Plan 2021-31
  • build on and renew existing infrastructure, transforming an existing surface level car park into a state-of-the-art facility
  • accommodate the displacement of some on-street parking from Glenferrie Road. Relocating these car parking spaces can then unlock more public space for revitalisation, as identified in the draft Glenferrie Place Plan
  • accommodate an innovative, green and sustainable design
  • allow for generous offsets from surrounding properties and streets to support more greenery and tree cover
  • keep 100% of existing residential and commercial properties, public spaces and green spaces
  • help to encourage more use of public transport because it is close to the station and trams (within 3 minutes walking distance).

Wakefield Street, Glenferrie

We looked at the existing Wakefield Street car park to find out if it was suitable for a multi-deck car park.

Feasibility studies showed us that that this site has various challenges that come from:

  • the need to build to the site boundary due to small and irregular site footprint
  • complex underground drainage infrastructure, including 2 large Melbourne Water storm water drains which prevents basement parking
  • 5 levels of parking, whilst similar to the Swinburne car park, is higher than the surrounding commercial built form

A traffic assessment also showed us the ramping needed to build a multi-deck car park would not create enough car parking spaces to meet the draft Glenferrie Place Plan, as well as the Federal Government requirements.

Partially under Glenferrie Oval, Glenferrie

We looked at a location under Glenferrie Oval to find out if it was suitable for a basement car park.

Feasibility studies showed us that this site conflicted with various existing underground services, including Melbourne Water storm water drain and Yarra Valley Water sewer main, flooding hazards and easements and entrance may impact the edge of oval to achieve require ramp grades. This would make it difficult to build the ramping needed without affecting how well people can use the oval and its surrounds.

Linda Crescent, Glenferrie

We looked at the existing Linda Crescent car park to find out if it was suitable for a basement car park.

Feasibility studies showed us that this site conflicted with various existing underground services, including a large Melbourne Water storm water drain. Feasibility studies also showed us significant flooding hazards from a 100-year flood overlay that made basement car parking unviable.

Other feasibility research

Council engaged an independent research agency to undertake initial market research in August 2021 to better understand the level of demand for additional car parking spaces in the local area. A summary of the findings can be requested, with highlights including:

  • 36% of the 74,113 people living within 5km indicated they would use the additional car parking spaces to catch a train on weekdays or weekends.
  • 74% of people surveyed felt positively about additional car parking spaces near the station.

Results of a Traffic Feasibility and Assessment Report undertaken as part of the feasibility studies can also be requested.
