The Boroondara Disability Access and Inclusion Plan 2024–28 supports our commitment to making Boroondara more inclusive for people with disability.
On Monday 18 December 2023, Councillors adopted our plan at a Council meeting. You can watch a recording of the meeting on the City of Boroondara YouTube channel.
Community consultation
In 2022, we invited you to share your stories, experiences and aspirations for disability access and inclusion in Boroondara. We used what you told us to create a draft version of our plan. Then in 2023, we invited you to share your feedback on our draft to help finalise our plan.
During different stages of consultation, we heard from:
- people with disability
- families and carers
- advocates
- support organisations
- special education schools
- businesses with links to the disability sector.
Thank you to everyone who shared their feedback and helped us create our final plan. We analysed 361 responses during the different stages of research and consultation.
This included:
- 211 people who shared feedback between June and September 2022 to help create our draft plan
- 139 responses related specifically to disability access and inclusion from the community consultation in late 2020 to early 2021 for the renewal of the Boroondara Community Plan 2021–31
- 11 people who shared feedback on our draft plan between September and October 2023 to help create our final plan.
What we heard
During the June and September 2022 consultation to help create our draft plan, the community told us they need:
- more accessible spaces, amenities and infrastructure to move safely around Boroondara
- more inclusive opportunities for recreation, community and social participation
- more communication in accessible formats about services, programs and supports
- more employment opportunities
- Council to play a role in improving community attitudes towards people with disability
- more appropriate and affordable housing
- Council to show leadership in disability access and inclusion and to upskill our staff
- to be involved in decision-making that impacts their lives
- Council to support and encourage disability pride.

During the September to October 2023 consultation on our draft plan, the community affirmed what we heard in 2022, which included:
- wanting a more inclusive community
- wanting more people to think about invisible disabilities
- wanting more accessible infrastructure, including buildings, public transport and cycling infrastructure
- recognising that disability impacts people of all ages, including people aged over 65 years.
We used this feedback to develop our final plan.
What happens next
- 2024 to 2026: Over the next 2 years, we will work through the actions in our first Implementation Plan, which runs from 2024 to 2026.
- 2026: We will develop a new Implementation Plan. This will make sure the actions we deliver in the final 2 years of our plan are relevant and meet the needs of people in our community.
